There are special yarns available in stores that don’t shed fibers and won’t get stuck in the mouth.
You really should go to a good specialty shop so you can get advice.
I have a vague memory that there actually is something called “baby yarn,”
but you really need to go to a specialty shop for that.
Cotton would be quite good for babies, but if you wash it often, it won’t keep its shape as well anymore.
Synthetics would of course be better for that, but I’m really not a fan of those things.
But I don’t have a baby either,
so I can’t really speak from experience there.

When crocheting, you can use single crochet stitches to make sure the mittens keep their shape very well.
As far as I’ve heard, it would make sense to make the mittens for the baby fairly long, so that they go well past the wrist. Babies can sometimes be surprisingly skilled at taking things off. The longer the mitten, the harder it is to take off, at least for the child.
