Every now and then there are special offers in stores.
But it really depends on what kind of yarn you’re looking for.
At the bargain bins, you just have to take whatever’s there or look elsewhere.
Aside from that, you can of course find a wide selection of yarn online.
What kind of yarn are you looking for?
For crocheting, for knitting, cotton, or yarn with polyester or acrylic?
Are you a beginner or more advanced?
Beginners should stick to cotton yarns and try out novelty yarns later on.
Sometimes you can find yarn in those discount stores—you know, the one-euro shops and the like. But you have to be careful not to end up with acrylic. At least, that’s how it is for me. They usually carry yarn that’s suitable for knitting, though. Various fancy yarns and that fringed yarn—which you can’t crochet with at all, only knit. You almost never find 100% cotton there. But the balls of yarn are pretty cheap—around one euro to 1.50 or something like that. Sometimes they also have multi-pack yarn sets at a special price, but those are also mostly for knitting. But they often come with knitting patterns and knitting needles included—for example, three or four balls of fringed yarn with a pattern so you can make a complete scarf.
So it might be worth it for you to check it out.
But anyone who’s serious about crocheting and knitting and has certain standards won’t be able to avoid shopping at a specialty store. There’s just more selection there; at a bargain shop, you have to take what’s available—that’s often all there is. You don’t really get any advice there either.
But for practicing, the yarn from a one-euro or bargain shop is good enough.

I usually shop on eBay or Dawanda. On eBay, there are often great deals on leftover yarn, which is perfect for colorful projects and amigurumi. There are also often comparable no-name alternatives to brand-name yarn at a lower price.
