Register an account as a seller

I’d like to sell patterns, so I want to change my account settings, but I’m always asked for a VAT ID number. I don’t have one because, although I have a business license (I run a small yarn shop), I’m not subject to sales tax. So I’m just a small business owner. How can I still sign up? Are all of you subject to sales tax? I don’t think I’ll earn that much selling 3–4 patterns. Thanks for your help.
