How do I knit center stitches?

Good morning,

I found a cute little cardigan that I’d like to knit, but unfortunately I’m stuck right now. Maybe someone can give me a tip?

I cast on 38 stitches, knitted 23 cm in garter stitch, and am now working on the neckline. The pattern says: bind off the 18 center stitches and, on both sides, bind off 2 x 1 stitch in every 2nd row. (= bind off 18 center sts and on both sides every 2nd row 2x1 st).

How do I continue correctly? Maybe this excerpt from the pattern will help.

You knit 10 stitches. Now you’re at the center stitches that you need to bind off. So you bind off the 18 stitches and knit the following stitches as usual.  Now your work is divided into 10 stitches, a gap, and another 10 stitches. 
Put the first 10 stitches on a stitch holder and finish knitting the left side as indicated. Then finish knitting the other side.

So the center stitches have nothing to do with “slip 2 stitches knitwise, knit one, and pass the slipped stitches over”? Instead, I just bind off the center stitches? Oh man...
