Knitted Scarf, Problems with the Pattern

I’m a complete beginner at knitting and am having trouble with a pattern right now… maybe someone can help me.
I’ve finished the increases and am now on the 25th row of my scarf. From here on, I’m supposed to work in the basic pattern and incorporate the increases. However, the basic pattern is confusing me. 
It seems like I’m supposed to make an increase every 4th round. This is worked in reverse stockinette stitch. On each 5th row, excluding the edge stitches, I’m supposed to repeatedly knit 7 stitches and purl 2 stitches. But that can’t be the case on every round if I have increases every 4th round, right?

1. You’re not knitting rounds, but rows. I hope the difference is clear to you: With rows, you turn the work; with rounds, this generally doesn’t happen (unless you’re knitting short or extended rows, but that probably isn’t the case here).

2. The pattern spans 9 stitches and 8 rows (reading carefully and thoroughly usually helps). The first four rows are all reverse stockinette stitch; the next four are always *7 knit, 2 purl*, repeating from * to *. This creates a wide rib pattern over 4 rows.

3. If you don’t have enough stitches at the beginning, just knit as many as you have and turn at the end of the row. If, later on, you don’t have a full 9 stitches left for the last repeat in the row, knit the pattern as far as the stitches will go, then turn. A repeat isn’t always complete , and that’s not a problem here.

4. Increases are made at the end of rows 1, 5, 9, 13, 17, … and so on. What happens to the stitches before the end of the row has nothing to do with the increases.

5. In the wrong side rows (specifically rows 6 and 8), work the stitches as they appear (that is, as they look to you while working these wrong side rows).
