Pattern for a knitting design

Hi everyone, I really need some help. I picked out a sweater from the Avanti Special Spring/Summer 1/2016 issue—specifically, pattern #23 on page 58. I’ve tried knitting the sleeves at least a dozen times now, but unfortunately, I just can’t figure out this pattern at all. Can anyone help me?

Maybe someone else who has also read the Avanti Special Spring/Summer 1/2016 will chime in—though I can’t guarantee that, unfortunately.
Is there perhaps a customer service number for the magazine where you could get help?
