Fluffy yarn = chenille yarn?

is fluffy yarn and chenille yarn the same thing?

I wouldn’t say that exactly. To me, “fluffy wool” can be all sorts of things: plush yarn, mohair, or even chenille yarn. It just has to be soft and fluffy. Chenille yarn has a velvety texture, similar to corduroy fabric, and is currently very popular for making stuffed animals.

I refer to any yarn that feels soft as “fluffy yarn.”
