Swing Technique / Knitting Short Rows

Dear users, dear authors,
Is the swing technique the same as knitting short rows? How do you do it?

Does anyone else have anything to add?

Unfortunately, I’m not familiar with this technique 

I’ve knitted this before on a pair of pants for the diaper bundle. I watched a video online to learn how.

There are also some great shawls made with shortened stitches. It was actually easy to knit, but you have to be careful not to create unsightly holes when turning the work.
