Attach the fins to the tail. Sew on as shown in the photo.

The diameter of my circle is 23.5 cm. See how the resulting tail fits into your circle.

Now we are making imitation of water.

Cut many threads from the main yarn, about 90 cm long. On the ring, place them like a fringe, folding in half (shown in the photo).

Fasten the tail with threads as shown in the photo.

You can add a different color to the yarn. Cut off the second color strands a little shorter. For example, about 60 cm.

And add white.
