Hi, I can see knit stitches (under the neck and on the left shoulder).
I think the scarf was knitted.

Hi Heike52,

try half double crochets worked in the round.
If you use a much larger crochet hook—for example, a 15 mm hook—for yarn that’s meant for a size 8–9 hook,
the stitches will be correspondingly large.
I just tried it, and it looks exactly like your picture.
