You can quickly make tiny mini pom-poms using a regular fork—I saw this online.
Simply place a strand of yarn across the middle tines (to tie it together later), and then wrap the ball of yarn around the fork several times (depending on how big or thick you want the pom-pom to be). Then tie it together with that crosswise strand and slide the whole thing off the fork. Next, cut open and shape the side loops as usual.
These look great on crocheted figures if you don’t have any store-bought ones on hand. You can also make them two-toned and use up leftover yarn at the same time. It also works with this fringed yarn (I tried it on my crocheted doll’s hat)

Since I rarely make pom-poms, it’s not worth buying a pom-pom kit for me. I make pom-poms using something every household has: two pieces of cardboard. I cut them into two rings of the same size, making sure the inner circle is neither too big nor too small (after a couple of tries, you’ll get the hang of it and be able to choose the right size for any pom-pom). The distance between the inner and outer circles determines the radius of the finished pom-pom. I place the two rings together and wrap the yarn around them as evenly as possible. Once the rings are wrapped enough, I push a few strands apart at the outer edge to reach the slit between the two rings. Then I gradually cut through the yarn along this slit, holding the cut strands in the middle of the rings while at the same time sliding a longer piece of yarn through the slit between the rings. Once all the strands have been cut and both ends of the long piece of yarn meet, I tie them tightly in a double knot and carefully pull the rings off the pom-pom (sometimes they have to be cut to do this). Then all that’s left is to trim any strands that are sticking out. I usually use the ends of the long piece of yarn to tie on or sew on the pom-pom.
