Peacock Eye

Hi, I’ve been working on the Peacock Eye pattern for two days now. I’ve never had this much trouble before—
I’m just missing some details. I think the reason I’m having trouble is the second row, the one with the single crochet stitches. If there were a specific number of single crochet stitches listed, it would be easier.
I can never get the count right in the fourth row when skipping stitches.
Also, that row looks different to me than it does in the pictures.
On the arch, do you make a single crochet into the stitch of the previous row? But then you only have 7 on the arch, which isn’t enough. If I make another one in each of the holes, I end up with 15.
Can someone please help me? Thanks
