Help with Children’s Jacket Model 758028 Fischer

Hello,
I purchased the pattern mentioned above. I’m not a complete beginner, but I’m not a pro either.
The pattern says:
After 30 cm = 134 rows from cast-on, for the shoulder slants, bind off 3 sts at each side, then continue binding off 3 sts every other row.......
To me, this means that at the beginning of the row—both on the right-side and wrong-side rows—I bind off the 3 stitches, then knit one row without decreases, and then bind off the stitches again on both the right-side and wrong-side rows.
I wrote to the company and received a reply. Unfortunately, I didn’t understand it.
Here’s the last reply:
if the decreases are to be made on both sides every other row, you always decrease at the beginning of each row; the row in between without decreases follows automatically...
To that I replied:
For me, the row without decreases doesn’t follow automatically. After decreasing on both sides (i.e., the right-side and wrong-side rows), I’d have to knit a row without decreases. Is that correct?
Unfortunately, I didn’t receive a reply to that.
Can any of you help me out? Maybe someone has already knitted this jacket.
I’d like to knit the jacket for my granddaughter’s birthday.
You’d really be doing me a huge favor.

It’s unacceptable that you’re paying and not receiving adequate help.

As I understand it, at the beginning of each row, 3 stitches are bound off.

That’s exactly how I understand it, too.
