Please, can anyone help me?
The knitting pattern says: work a fully fashioned decrease on both sides 15 times on every 4th row.
Is the decrease row counted, or do you start counting rows 1–4 after the decrease row?

I would count the row itself, so decreases in row 4, row 8, row 12, and so on.

If it says “every 4th row,” then you work as follows:
Rows 1–3 without decreases, Row 4 with decreases, Rows 5–7 without decreases, Row 8 with decreases, and so on.
