What does it mean to “work into the back loops of the chain stitch”?

it’s best to contact the designer directly if you have any questions.
Normally, it means the following:

When you look at the crocheted stitch from above, it consists of two strands—one that’s closer to you and one that’s essentially on the back side of the stitch. This probably refers to the back loop. If you crochet only into these back loops, you’ll get a visible edge, like a small ridge.
