Knitting Pattern for Baby Comfort Shoes by Sterne Welt

On page 7 of the pattern, 3rd round of decreases: 2nd needle = knit 1 stitch – slip 1 stitch –
pass the slipped stitch over the knit stitch................ Please explain—at this point, I don’t have anything on the needle to pass over—at most, I’d have to do it backward!!!

I’ve tried this method several times, unfortunately without success!!! I’ll try to stay positive and assume I did something wrong with my request :-( That’s why I’m trying to get help here again. Now I’ll try to do it the way I THINK it should be done. Otherwise, I’ll look for another pattern—there are plenty of them. It’s just frustrating to have made a purchase I can’t use.
