Scalloped Edging

Hello to all you knitting fairies,
I’m knitting a baby vest that has a ribbed border along the front edges (for the buttonholes).
In the picture, the ribbing ends in scalloped edges, but unfortunately the pattern doesn’t explain how to knit them—it just says to bind off. I’d really appreciate some help!

the pattern is from the magazine *Rico Baby* (the little *Rico Baby* hand-knitting book) issue 008. The pattern is #07, page 18!
