Crocheting around double crochets without inserting the hook

I think this refers to post double crochet. With these, you work around the stitch from the previous round or row, either from the back or the front.

There’s this pattern… Dragonscale, I think it’s called in English… It looks like dragon scales. Isn’t it where you crochet a row of single crochets, chain stitches, and double crochets, and then in the next row you crochet “double crochets” around the double crochets???? It ends up looking like individual scales… 
I have a bag like that on my to-do list but haven’t crocheted it yet, so I don’t have a picture of it right now....

Yeah.... Something like that....
It’s also called the “crocodile stitch”....
The owl is cute; I could definitely see it as a “flap” on a bag.
