Dropped waist / sewing pattern

What does it mean when people talk about a dropped waist? I saw this on TV, and it was about a sewn dress.

What are the advantages of this type of cut?

A cut like this visually elongates the figure, perfectly conceals very wide hips, and gives you great freedom of movement in a dress like that.
