Insert some chenille wire (pipe cleaner)—one end into the body and the other into the head.

There’s also this sisal cord with a wire core; I can’t remember the exact name right now. You can find it at craft stores.

I once saw it done with foam. Roll up a piece of foam tightly and secure it with thread. Then use this roll as a connector between the body and the head and stuff around it.
I then did the same with one of my figures. It looked pretty good.

I once got a tip from someone to insert a dowel into the figure’s neck for stability, or I like to use old felt-tip pen caps—that works too.

For smaller figures, I use 3–4 cotton swabs.
