Decreases for Baby Jacket in 3 Sizes

Hi everyone,
I’m in the middle of knitting the jacket mentioned above and I’m having trouble with the decrease/chart. It says to double 1 stitch in one row, skip a stitch (?), and then knit 2 stitches together again. But I’m not decreasing at all, am I???? I must be missing something here, smile. Hope someone can help me out.
