What does "TURN OFF" mean?

I just bought the Crochet Baby Ribbon Hat pattern and I can't figure out what the means in the pattern.  Turn and bind off?  I googled the term and had no luck.

Hi Laura,

I do not know the pattern but in knitting terms bind-off means the finish of a work. There are several ways to do a bind-off.

Actually there's no bind-off needed in crocheted items, except when it's
tunesian crochet.
I would advise to ask the designer.

Bind off is british term for cast off.
As for "turn off", the best way is to contact the designer. May be she meant "turn the work and cast off".
