is it okay to sell items made using these patterns? If so, in what quantities?

That’s up to each seller to decide, and if it’s allowed, it will be explicitly stated in the item description.

Just ask the seller of the pattern.

Many allow it in small quantities, provided you credit the source—that is, mention who wrote the pattern and include a link to the pattern or the shop.
But you’ll usually find these rules (which each seller sets for themselves) in the patterns or, in some cases, already in the product descriptions.

Any prohibition should be stated either in the product description or in the pattern. If there’s no such note in either place, you can assume it’s allowed. However, if you’re planning to sell the finished products on a large scale, I’d recommend getting written permission from the designer just to be on the safe side. :-)
