Do I still need to account for the seam allowance?

Hi, everyone!

Please excuse me, but I’m a complete beginner and don’t know my way around yet. I downloaded a pattern for this blouse:

Now my question: How do I cut the seam allowance for these patterns? Are those the outlines, or do I need to add a little extra? That’s how I’ve always done it so far.

It’s usually stated in the description or on the pattern itself.
If nothing is mentioned there, add the seam allowance yourself.
