Hi, I think I understand the abbreviation.
(2 hdc, 1 inc) x8 (32)

I’m making two hdc now. Do I make one more after the two and then double it?
Or do I double the second hdc? Somehow I have four more stitches.

I’d write to the author directly and ask—that way, you’ll be on the safe side.

In the previous round, you have 3 stitches... and in this round, you work into the

1st stitch—one half double crochet,
2nd stitch—one half double crochet,
3rd stitch—work 2 half double crochets into it.... (turn 3 into 4) Repeat this 8 times.

Or, more simply put: increase every 3rd stitch in the round.
