Can anyone help? I got a punch and have no idea “what” this is supposed to be....

Hey there... Does anyone have any ideas?
I treated myself to a die-cutting and embossing machine—and, of course, quite a few dies. One of the dies is one where I have absolutely no idea what it’s supposed to be 🫤—there are no photos of the finished product. 
Above is the die and what it cuts out. About 14 cm tall. There are two fold lines and a semicircular “opening” in the upper part of the circle...
I thought about a place card, but then that opening would be the wrong way around... The stars and butterflies, OK. The little flag for the name is also OK, but the rest is a mystery... 

At first glance, I would have said the tab has to go through that semicircular opening. But what’s the whole thing supposed to be for? 🤷🏻‍♀️ 

That’s exactly what I tried, too.... By now, I’ve punched this out three times and tried absolutely everything 🤣—it’s totally crazy.... 
 

I think that…

the large circle = balloon, the flap at the bottom = stem.

The small semicircular “notch” (or whatever that thing is called) at the top is simply the slit for opening it. The two tiny holes are meant for closing the whole thing with a brad or a little bow.

You punch out the piece, fold along the lines, maybe put a lollipop inside (with the stick sticking out the bottom), fold it together, use the hole—done.

And the extras (mustache, glasses, stars, butterflies...) are just decorations to jazz it up.

If you turn it so the flap is facing down, you’ll see the balloon right away.

Just a guess.
