The easiest way would actually be to send the author a message. But here’s how I understand it:

You crochet 7 single crochets, 1 decrease, 14 single crochets, 1 decrease, 14 single crochets, 1 decrease, and then another 7 single crochets.

Before this round, you had 48 stitches, and after it, you’ll have 45.
