Pattern for a Baby Sweater with a Polar Bear

Hi everyone, I’m a little confused about the baby sweater pattern—I’m not quite sure what the rounds or the height in cm after the color change refer to. It says to bind off the middle 28 sts after 80 rows (from the cast-on or from the color change?) and 28 cm. Can anyone help me with this? Thanks so much, and have a great Sunday!
