R13 should be crocheted basically like R10, except that your total stitch count then has to be 112, since stitches were apparently increased in R12

there you should crochet 1 ch instead of one sc, then 8x a kind of puff stitch + sc into the dc, 4 sc in next ch, sc into the dc (the puff stitch, or rather the stitch grouping, consists of crocheting 5 sc into or around the ch from the previous round)
that's how I would interpret it; I haven't made this hat myself yet
but I'll put it on my hook and then see where the mistake is :-)
that's why I "love" books like this... haha... unfortunately I always get them as birthday gifts and I always feel half like gagging at patterns like these
so give me a little time, then I'll crochet it, and correct it for you :-)
