I need help/support

I’m new here and have been a silent reader so far. So far, I’ve gotten the impression that people here in the forum are happy to help and are very good at it. That’s why I’m going to ask my question, in all my naivety, for discussion. If I happen to unknowingly break any rules in the process, it’s not meant to be rude—it’s actually just naivety. So, dear moderation team, please just delete this if necessary.
  Since my daughter saw a doily on Facebook that she wants me to crochet for her, I downloaded a free pattern from Russia in English online. I’ve managed to work my way through it so far, but on the last row—No. 19—I’m stuck on the additional instructions for the stitches and the crochet chart. There’s no key included. Are those supposed to be picots? I can’t tell from the photo either. It’s the doily called “Vega” by the author Irina Maleeva, who goes by the online name IriSkaBeat.
  Maybe someone on this forum has an idea. I’ve already written to the designer, but unfortunately haven’t received a reply.

Good morning, I took a look at the doily on Ravelry. Could it be that the points are created by stretching the fabric?
