At first I was going to write “to determine needle sizes,” but the holes aren’t different sizes for that.
Maybe it’s a marking tool to help draw evenly spaced lines.

It could also be a tool for belts—that is, for marking holes and the buckle.

I’m curious to see what other ideas come up.

Those grooved slots—a rubber band could fit through them.
It would depend on the width of the object.

I would have guessed “half a watch strap” too.

You can use it to thread elastic through tunnels—they come in packs of various sizes. However, I use it to shape the corners of small sewn figures….

Yes, it's for threading elastic.

So far, I’ve been threading elastic through with a safety pin—or rather, pushing it through. It’s worked well if you’re careful. 

I always use a safety pin for that, too. I had one of those once and broke it right away. I’ll stick with the good old safety pin.
