The head circumference is just a guideline. If you prefer a tighter fit for the cowl, you can crochet a smaller size. For example, I have a head circumference of 22.8 inches (58 cm), and my daughter's cowl, with a circumference of 20 inches (51 cm), still fits me comfortably.
