Yarn over and pull up a loop (3 loops on hook), yarn over again and pull through the first 2 loops only (2 loops left on hook). This is the beginning of your cluster and is a partially completed FPdc.
For the next stitch in the cluster, yarn over and go around the post of the next stitch the same way, yarn over and pull up a loop, then yarn over and pull through 2 loops. Repeat this step for the number of stitches indicated in your pattern before completing the cluster.
Once you've partially worked all the FPdc's in the cluster (with the last yarn over and through 2 loops done for the last FPdc), you should have multiple loops on your hook. The exact number depends on how many FPdc stitches the cluster consists of.
Finally, yarn over and pull through all the loops on your hook to complete the cluster.

small picot- ch 2, sl st in second ch from hook.

Excellent pattern. I plan to use 1 or 2 strands of embroidery floss to make them really tiny.
