I will give you a well-illustrated, easily comprehensible guide GERMAN and ENGLISH for this.

Low prior knowledge required. Only for 4-way stretch fabrics, so that the bootcovers nestle well on the shoes.
The manual consists of 4 pages (incl. the sewing pattern parts - size customizable for all!)
